New provisions for the design of precast concrete diaphragms are coming in IBC 2018. These provisions are based on an
alternate design methodology in ASCE 7-16 that is mandatory for precast concrete diaphragms assigned to Seismic Design
Categories C, D, E, and F. To complete the bases for design, ACI has published two standards, ACI 550.4-18 and ACI 550.5-
18. These standards have been adopted into ACI 318-19 by reference. The presentation will cover the background, research
and code changes that have led to this new way of designing precast concrete diaphragms.

Dr. Cleland has 45 years of experience in structural analysis, design, research, and engineering management. He is experienced in all types of structural design, but he has extensive expertise in precast/prestressed design, detailing and construction. In March, he completed four years as chairman of the Technical Activities Council of the Precast/Prestressed Concrete Institute (PCI), a committee that oversees twenty-three technical committees on topics in precast concrete. He served during three cycles of ACI 318, from 2000 until 2019. He is a leader in the area of earthquake design of precast/prestressed concrete structures, and he has co-authored a seismic design manual with Dr. S.K. Ghosh for PCI. Dr. Cleland is chairman of the new technical committee developing a standard design specification for precast/prestressed concrete. He is a licensed professional
engineer in 23 states and the District of Columbia.
